The International Rules-Based Order: Nostalgia or Blueprint for Global Peace?

Following the US’ recent bombing of Iranian nuclear facilities, Australia’s acting shadow foreign affairs spokesman said the "world is governed by might and not right, and anyone who talks about this rules-based global order is really being nostalgic”.

Recent conflicts in Sudan, Ukraine, Gaza, Lebanon and Iran – along with an unprecedented 123 million refugees seeking protection and global trade instability – are challenging the post-Second World War international regime that prohibits the acquisition of territory by force, promotes free trade and protects human rights. 

Emeritus Professor Gillian Triggs AC will examine whether international law remains an effective part of the' rules-based order’ when, today, some political leaders explicitly deny fundamental norms, reject multilateral treaty obligations, and resort to unilateral policies. In short, is the United Nations Charter and the laws and institutions built upon it still fit for purpose? 

If 20th century international law no longer inspires a commitment to peace, security and human rights, we need to ask what reforms are possible in a world riven by conflict, ideological divisions, rising poverty and inequality.

About the presenter

Emeritus Professor Gillian Triggs AC has recently completed her role as UN Assistant Secretary General and Assistant High Commissioner Protection with UNHCR. She was formally President of the Australian Human Rights Commission, President of the Asian Development Bank Administrative Tribunal, and Chair of the UN Independent Expert Panel on Abuse of Office and Harassment in UNAIDS.

Gillian was Dean of the Faculty of Law and Challis Professor of International Law at the University of Sydney from 2007-12 and Director of the British Institute of International and Comparative Law from 2005-7.

Gillian is an international lawyer, and was awarded an inaugural Ruth Bader Ginsberg medal in 2022 and named the 2023 International Law Woman of the Year by the American Society of International law. She is the author of Public International Law: Contemporary Principles and Practices, 2nd Ed 2011 and “Speaking Up” 2018. Gillian was made a Companion of the Order of Australia in 2025.
