CHASING CHAOS highlights a revolutionary approach to disaster preparedness and relief in the Indo-Pacific. In response to shifting geopolitics and the withdrawal of traditional US international aid, an unlikely team led by Dr. Ian Norton, Barbara Daufanamae, and Dr. Basil Leodoro has launched an experimental mobile medical ship called HELPR 1.

This project seeks to dismantle the old model of colonial humanitarianism by prioritising locally led solutions and regional expertise over foreign political agendas. By focusing on the resilience of Vanuatu and the Solomon Islands, the film showcases how medical innovation can thrive when humanitarian needs are placed above global power struggles. This initiative empowers local health professionals to lead their own emergency responses, ensuring that vulnerable communities are empowered to overcome old-world agendas.

As the United States withdraws from traditional aid mechanisms, Dr. Ian Norton calls on a collective of wealthy but anonymous donors to support something bold and something new. Dr. Basil Leodoro and Barbara Daufanamae will lead the HELPR 1 program from the ground up. For the people of Vanuatu and the Pacific this is pure empowerment and hope.
