Description

Check fraud isn't a big-city problem. It shows up at the local bank branch, the small-town grocery store, and the family-owned business just as often as anywhere else, and it's one of the most common financial crimes any agency will encounter, whether or not you have a dedicated fraud unit. The challenge isn't whether you'll get a check fraud case. It's whether you'll know how to work it once it lands on your desk.

This class provides investigators with knowledge and step-by-step instruction on working, solving, and building check fraud cases from the ground up. No specialized software or task force assignment required, just a clear, repeatable process you can apply to your very next case. Participants will also gain a thorough understanding of how to properly document check fraud information in case reports and probable cause affidavits so cases hold up with the prosecutor and in court.

Whether you're a patrol officer who just took a fraud report, a new investigator building your first case file, or a seasoned detective looking to sharpen your approach, this course gives you practical, usable tools you can put to work immediately.

What You Will Learn

  • What check fraud is and how jurisdictional issues affect investigation and prosecution

  • The major types of check fraud: washing, counterfeiting, altering, embezzlement, impersonation scams, card cracking, mail theft, and interception

  • How to read and understand checks: routing numbers, ACH checks, cashier's checks, mobile deposits, and bank records

  • How to leverage FinCEN, BOFD records, teller logs, teller affidavits, and surveillance, even at a small local bank branch

  • How to draft effective subpoenas and search warrants for deposits, transfers, and financial records

  • Follow-up techniques including Telecheck, watermarks, lookups, and deconfliction of information

  • How to use the U.S. Postal Service as an investigative resource

  • How to put it all together: checklists, case reports, and PC affidavits that hold up, no matter the size of your caseload or your agency

Your Instructor

Master Detective Phillip Klimpel – Hillsborough County Sheriff’s Office Tampa, FL

Master Detective Phil Klimpel has been employed with HCSO since 2010 as a sworn law enforcement officer. Detective Klimpel has worked in several areas of the Sheriff’s Office and has been assigned to the Economic Crimes Section for the last 8 years. Detective Klimpel is also a sworn Task Force Officer with the United States Secret Service Cyber Fraud Task Force. Detective Klimpel has successfully investigated fraud cases at the local, state, and federal level that have lead to extensive prison sentences.   Detective Klimpel is a member of the International Association of Financial Crimes Investigators and holds his Certified Financial Crimes Investigator (CFCI) and Certified Cyber Crimes Investigator (CCCI) certificates.
