Criminal Injuries Compensation Scheme

An introduction and overview of avenues to compensation available for survivors of human trafficking and modern slavery.

This session will be useful for:

• Legal and support professionals working with survivors of trafficking or modern slavery those working within and those working outside of the MSVCC

• Those working at or with migrant or survivor led groups.

• People new to this area or those in need of a refresher.

During this training we will discuss:

• An overview of the Criminal Injuries Compensation Scheme (CICS) 

• Interaction between CICS and other compensation routes

• Guidance on eligibility requirements

• Submitting an application to the Criminal Injuries Compensation Authority (CICA)

• When someone may be entitled to legal aid to make an application to CICA.

During this practical, hands-on course you will also be able to try writing your own CICA application.

The content for this session will be specific to raising a claim with the Criminal Injuries Compensation Scheme for Great Britain (not including Northern Ireland's scheme).

The session is for 2 hours with an optional 30 minutes Q&A at the end.

Jamila Duncan-Bosu

Jamila is a supervising solicitor specialising in employment and discrimination law and civil litigation, based in London. She leads ATLEU’s legal team specialising in securing compensation for survivors of trafficking and modern slavery. Jamila qualified as a solicitor at North Kensington Law Centre in 2009. Prior to this she worked for a number of private firms undertaking both Claimant and Respondent employment work. Jamila developed particular expertise in representing survivors of trafficking and severe labour exploitation and in 2012 she co-founded ATLEU. Jamila has contributed to a number of specialist broadcasts and publications on modern slavery. Her notable cases include A v B 2021 UKSC 27, which considered the entitlement of victims of trafficking with criminal convictions to receive an award of compensation and R (HJK & Oth) v Director of Legal Aid Casework [2025] EWHC (admin), which found that the refusal of legal aid to fund applications to the Criminal Injuries Compensation Authority could amount to a breach of the European Convention on Human Rights.

Freddy Russell

Freddy Russell is a Chartered Legal Executive in ATLEU’s Compensation team. He specialises in assisting survivors of trafficking and modern slavery to obtain compensation awards under the Criminal Injuries Compensation Scheme (CICS). He has experience of running CICA appeals and of obtaining concessions at appeal stage. He has delivered training to the judiciary, lawyers acting pro bono and professionals supporting survivors of trafficking. He has particular expertise around obtaining adjustments for vulnerable witnesses. Freddy also previously worked as an outreach advocate for Hestia’s Modern Slavery Response Team.
