Cryptocurrency cases are already on your desk, whether your agency has a process for them or not. Agencies across the country are running into cryptocurrency in fraud cases, financial crimes, narcotics investigations, and a widening range of other criminal matters, yet most still lack the policies, procedures, tools, and infrastructure to properly investigate, seize, recover, or return digital assets.

Cryptocurrency in Law Enforcement: Policy, Procedure, and Compliance is a practical, step-by-step training built to move agencies from uncertainty to operational capability. This course goes beyond theory: participants leave with a working roadmap for building a functional cryptocurrency program, covering policy development, investigative workflow, legal process, and wallet management from the ground up.

Detective Spencer Hubbell walks participants through every stage of standing up a defensible, agency-ready cryptocurrency capability, from initial case identification through evidence handling, exchange coordination, and victim recovery. The course is built around what an agency actually needs to get a cryptocurrency program approved, funded, and running, not abstract theory.

What You Will Learn

  • How cryptocurrency is used in criminal activity today, how the underlying technology works from an investigator's perspective, and the concrete first steps for bringing cryptocurrency investigations into your agency starting immediately.

  • Current growth and volume trends in cryptocurrency cases, how to identify whether your agency needs this capability, and how to build a request for leadership approval that addresses timeframes, costs, and budget considerations.

  • How to define roles and responsibilities across patrol, investigators, and finance, including "arms-length" handling principles, approval processes, and the internal controls that keep a cryptocurrency program legally defensible.

  • Development of the forms, affidavits, letters of instruction, and transfer requests needed to support cryptocurrency cases, along with the evidence and documentation standards that hold up in court.

  • How to stand up agency cryptocurrency infrastructure, including a dedicated agency email address, protocols for communicating with suspects and command staff, and an overview of KODEX.

  • Legal processes for working with cryptocurrency exchanges, including freeze warrants, the distinction between recovery and arrest-focused actions, and the additional documentation those processes require.

  • How to set up and manage government cryptocurrency wallets on platforms like Coinbase, including the differences between holding, investigative, and recovery wallets, case number tracking, and documentation across multiple coin types.

  • The most common pitfalls agencies run into when standing up a cryptocurrency program: what not to do, frequent points of failure, and lessons learned from agencies that have already been through it.

  • An open discussion segment where participants can raise agency-specific questions and work through their own program considerations directly with the instructor.

Who Should Attend

This course is built for financial crimes investigators, narcotics investigators, fraud investigators, and anyone in an agency handling forfeiture or asset recovery casework, along with the supervisors and command staff who need to sign off on standing up a cryptocurrency capability. Any agency that has handled, or expects to handle, a case involving digital assets needs at least one person who understands the full process: from initial identification through legal recovery and evidence documentation. Master Detective Phillip Klimpel – Hillsborough County Sheriff’s Office Tampa, FL

Master Detective Phil Klimpel has been employed with HCSO since 2010 as a sworn law enforcement officer. Detective Klimpel has worked in several areas of the Sheriff’s Office and has been assigned to the Economic Crimes Section for the last 8 years. Detective Klimpel is also a sworn Task Force Officer with the United States Secret Service Cyber Fraud Task Force. Detective Klimpel has successfully investigated fraud cases at the local, state, and federal level that have lead to extensive prison sentences.   Detective Klimpel is a member of the International Association of Financial Crimes Investigators and holds his Certified Financial Crimes Investigator (CFCI) and Certified Cyber Crimes Investigator (CCCI) certificates.
