    Project Overview

    CSL Seqirus, the world's second largest influenza vaccine provider announced plans to construct a new world-class biotech manufacturing facility in Melbourne, Australia to supply influenza vaccines to Australia and the rest of the world, plus Australian antivenoms and Q-Fever vaccine. CSL Seqirus is a wholly owned subsidiary of CSL Limited, which will invest more than AUD$800 million in capital expenditure to construct the facility.

    The state-of-the-art Project Banksia facility will use innovative cell-based technology to produce influenza vaccines for use in both influenza pandemics and seasonal vaccination programs - and will be the only cell-based influenza vaccine manufacturing facility in the Southern Hemisphere. The building is expected to be operational by mid-2026.

    The construction phase is coming to an end and is now transitioning into the Commissioning & Validation phase. Following these stages, we will enter the Operational phase, with the building expected to be functional by mid-2026.To support future manufacturing operation, CSL Seqirus is seeking interest from capable and qualified supply chain at an early stage, for our Procurement team to reach out and discuss suitable opportunities for you.

    • Trades (Electrical, Plumbing, Fabrication)
    • Warehousing and Logistics – Service Providers
    • Waste Disposal Services.

      You will also hear from ICN Victoria’s Industry Adviser and our MC, Stuart Smyth, about how the ICN Gateway supports the supply chain by helping suppliers find opportunities with projects. He will also detail how ICN assists them in registering their interest in work packages at no cost and will speak about the policy implementation of the Social Procurement Framework and Building Equality Policy.

      Mike Gong - Director of Global Capex Sourcing Lead APAC, CSL Behring

      Mike is an experienced sourcing manager with over 15 years’ experience in project engineering, capital sourcing and has extensive manufacturing experience. His skills include strategic sourcing at Direct and Indirect spend within a manufacturing field, plant management experience including production, engineering and logistic, and international working experience across Europe, USA and Asia. Mike holds a Master and Bachelor’s degree in chemical engineering.


      Jonah Smith- Vice President, Program Lead - Project Banksia • Manufacturing Operations

      Jonah Smith is responsible for the construction, commissioning, qualification and start-up of a new greenfield manufacturing facility for CSL Seqirus, which will manufacture cell-based influenza vaccines for global distribution and Products of National Significance (antivenoms and Q Fever vaccine) for the Australian public.

      Jonah has been with the CSL group for 17 years, holding various manufacturing and project management leadership roles based on CSL Seqirus’ Parkville site. He also spent two years leading the manufacturing operations at CSL Seqirus’ site in Liverpool, UK, manufacturing egg-based influenza vaccines.


      Stuart Smyth - Industry Adviser, ICN Victoria



      Stuart Smyth is our Melbourne-based Industry Adviser, who joined ICN Victoria in late August 2023. Stuart is responsible for supporting civil & healthcare infrastructure projects in Melbourne, including the Ground Lease Model Housing 1 and 2, Towers Redevelopment Tranche 1, CBD Sewer Augmentation Stage 4, new Footscray Hospital, Frankston Hospital redevelopment, new Melton Hospital and Werribee Mercy ED Expansion, as well as focusing on key Transport projects, including the V/Line Regional Maintenance contract, X'Trapolis 2.0 Metro Trains, Next Generation Trams, and Melbourne Tram Refranchising (MR5 Tram).
