Drone as First Responder: Building a Rapid Aerial Response Program (DFR)

Description

Most agencies still respond to high-risk calls with zero eyes on scene until the first unit physically arrives, a gap where a barricaded subject can move, a pursuit suspect can disappear into a neighborhood, or a welfare check can turn dangerous. Drone as First Responder (DFR) closes that gap by putting a drone in the air within roughly 90 seconds of dispatch, ahead of the first patrol unit.

This live online course delivers the operational, legal, and regulatory framework agencies need to move from concept to a running DFR program: FAA waivers and Certificates of Authorization, dispatch integration, policy development, and the community transparency work that builds public trust before launch.

The course is taught by Deputy Michael Kleinfelt, drone coordinator and trainer for the Orange County Sheriff's Office in Florida, one of the agencies actively operating a DFR model today. Rather than a vendor pitch, this session is built around what it actually takes to design, deploy, and defend a DFR program from the inside.

What You'll Learn

  • What a DFR program is and how it differs structurally from a traditional aviation unit or single-drone tactical deployment, including staffing, dispatch integration, and coverage model differences

  • The FAA regulatory pathway for DFR operations, including Part 107 certification requirements, Beyond Visual Line of Sight (BVLOS) waivers, and how agencies apply for and secure Certificates of Authorization (COAs)

  • How to design the operational concept for a DFR launch: response triggers, launch site and dock placement, coverage radius planning, and integration with existing CAD/dispatch systems

  • Policy and SOP development specific to DFR, including use-of-force articulation when drone footage is involved, evidence handling and chain of custody, and data retention timelines that hold up in court and public records requests

  • Community engagement and transparency strategies that build public trust before a program launches, including public-facing flight logs and proactive media relationships

  • Technology and platform selection considerations for DFR-specific missions, including docked and tethered systems, thermal and zoom payload options, and how platform choice affects response radius and mission types

  • Real-world case studies from an agency actively operating a DFR model, covering barricaded subject calls, vehicle pursuits, welfare checks, and missing persons searches, and what changed operationally as a result

  • Staffing and certification requirements for remote pilots and visual observers, and how to build shift coverage without pulling sworn personnel off patrol

  • Liability exposure and courtroom considerations when drone footage becomes evidence, including how to prepare pilots and supervisors for testimony

  • How to measure program impact, including response time reduction and officer safety data, to build the business case for expansion or grant funding

Why This Course Delivers

Most supervisory training is packed with theory and light on application. This course flips that model. Every topic is grounded in the realities of law enforcement supervision, delivered in a format that maximizes peer discussion, practical exercises, and immediate takeaways. Participants leave with tools they can apply the next day on the job.

Your Instructor

Deputy Michael Kleinfelt has 22 years of law enforcement experience, beginning his career with the Lake County Sheriff's Office before joining the Orange County Sheriff's Office in 2005. Over the course of his career he has served in mountain patrol, SWAT, youth services as a school resource officer, and sex crimes, and worked as a task force officer with the Florida Department of Law Enforcement, before being assigned full time as OCSO's drone coordinator and trainer. In 2010, Deputy Kleinfelt was named Florida Sheriff's Association Deputy Sheriff of the Year. He now leads OCSO's expansion into Drone as First Responder operations, working directly on the policy, deployment, and training frameworks that put drones in the air ahead of patrol units on live calls, and brings that firsthand operational experience directly into this course.

Who Should Attend

Patrol supervisors, aviation and UAS unit personnel, watch commanders, and agency administrators evaluating or standing up a DFR program should attend this course. Officers who already hold Part 107 certification and are being tapped to lead a UAS program will get direct insight from someone actively operating a DFR model day to day, while command staff will leave with the operational, legal, and policy framework needed to build a credible business case and pursue implementation or grant funding. Agencies without a dedicated aviation unit will find this course especially valuable given the growing expectation that mid-sized departments field some form of rapid aerial response capability.
