Join us to gain practical insights on making social value a pivotal part of your grant management strategy.

East Riding of Yorkshire Council (ERYC) shares its decade-long experience in measuring and integrating social value, particularly in disseminating UK Shared Prosperity Funding and community grants. As co-owners of the Social Value Engine, the council has refined its approach to ensure that social value is a core component of grant management.

We will also hear from the UKSPF/RPF Programme Team in South and East Lincolnshire (Boston, East Lindsey, South Holland) about their holistic approach to measuring social value across regions. They manage £12.15m in a grant funding portfolio and also manage Rural Prosperity Fund grants.

The speakers will detail:

  • Grant preparation: The steps to prepare organisations for grant applications focusing on social value.
  • Application integration: How social value criteria are incorporated into grant application forms to streamline the process.
  • Support during delivery: The support mechanisms in place to assist organisations in embedding social value during their project's lifecycle.
  • Post-project evaluation: Techniques for collecting and evaluating social value data once projects are completed.
  • Outcome sharing: How can councils share social value outcomes and the impact of these practices on broader community and funding objectives?

Andrea Turton, the Local Growth Programme Manager at the council since 2006, has been pivotal in managing cross-sector partnerships and embedding social value within the council’s services. Her role in developing initiatives around community wealth and cost of living, and managing the social value team, highlights her commitment to integrating social value into public service.


Jennifer Jefferson, East Riding of Yorkshire Council


Jennifer Jefferson
, Programme Funding Coordinator, specialises in supporting various community groups in navigating the Social Value process. With her background in the private sector and expertise in social impact in the social housing sector, Jennifer plays a crucial role in incorporating social value practices within the council. Her status as a level one accredited practitioner from Social Value UK underlines her dedication to fostering positive community change.

Saul Farrell, Senior Programme Manager,  UKSPF/RPF Programme Team in South and East Lincolnshire (Boston, East Lindsey, South Holland)



Saul Farrell 
has served as the Senior Programme Manager for the UK Shared Prosperity Fund and Rural Prosperity Fund for South and East Lincolnshire Councils Partnership (Boston Borough, East Lindsey District, South Holland District) since March 2023. An ex-ministerial lead policy advisor (DfE), Saul has worked in grant funding, policy design and skills for nine years and is passionate about social mobility, local growth and the regeneration of his home county of Lincolnshire.

Charli Baty
, Senior Programme Officer, is responsible for delivering the UK Shared Prosperity Fund/Rural Prosperity Fund for the South and East Lincolnshire Councils Partnership (Boston Borough, East Lindsey District, South Holland District). An experienced Programme and Funding officer with experience in delivering a wide range of programmes across local organisations such as the University of Lincoln, Lincoln Business Improvement Group and Lincolnshire County Council. Since joining the South and East Lincolnshire Councils Partnership, Charli has deepened her passion for delivering outcomes for the local community, ensuring they have positive benefits for the region.
