This moment in local green building policy

GreenHomeNYC is bringing together representatives of local public agencies to discuss green building initiatives and policy at this moment, when federal, state, and local spending and policies are shifting rapidly. Presenters will share about their work and how they and their colleagues are strategizing to continue driving progress on resiliency, decarbonization, and their other core objectives.

Jennifer Bloom Leone is an Assistant Commissioner and the Chief Sustainability Officer at NYC’s Department of Housing Preservation & Development, where she oversees the strategic development and implementation of HPD’s sustainability goals, programs and policies. In this role, she has leveraged over $100 million in funding to scale equitable decarbonization for low and moderate income New Yorkers and has developed critical policies and standards to support this work while safeguarding the City’s most vulnerable residents.

Jennifer is a licensed architect with a background in architecture, construction management, and sustainable development. She holds an M.Arch. from Yale University, a B.A. in Environmental Design from the University of Pennsylvania, and an M.S. in Sustainability from the City College of New York. She is currently a member of the Building Energy Exchange board of directors.



Caroline Hays is a Senior Advisor at NYC's Mayor's Office of Climate & Environmental Justice where she leads climate resilience and adaptation projects focused primarily on flood resilience, housing, and insurance. Before joining the city, Caroline worked on environmental policy strategy for the Pew Charitable Trusts and advised local governments on evidenced-based policy at the nonprofit Results for America. Caroline has a Masters in Public Affairs from Princeton University and a bachelor’s degree from Claremont McKenna College in public policy and biology. She got her start in public affairs as a Coro Fellow in San Francisco.

Siobhan Watson is the Vice President of Sustainability at the New York City Housing Authority. She leads teams focused on improving the energy performance and resiliency of New York City's public housing properties, and is particularly committed to developing projects that deliver environmental benefits alongside housing quality and improvements. Current projects include scaling up the use of electrified heating and cooling systems within the NYCHA portfolio, implementation of a disaster recovery program related to Hurricane Ida, and deployment of distributed solar resources across NYCHA rooftops. Siobhan has been with NYCHA for 6 years; prior to her work with the agency she has worked to advance environmental policy in academic, consulting, and policy roles.
