Roma voice and policymaking in the European Union: Navigating racism in a transnational policy context
In this Policy Bite, Professor McGarry explores political voice and policymaking through the example of Roma communities, one of the most marginalised and persecuted minority groups in Europe.
Reflecting on 20 years of work with Roma communities, the discussion will touch on how they mobilise transnationally, the tension between transnational policy advocacy in the European Union and implementation in national contexts, and barriers to critical policy interventions including extreme Romaphobia and the focus of advocacy on service delivery.
About the speakers
Aidan McGarry is Acting Dean and Professor of International Politics at Loughborough University London where he teaches courses on ‘Media, Social Movements and Politics’ and ‘Diplomacy in the Digital Age’. His research focuses on the political voice of minority and marginalised communities, particularly Roma across Central and Eastern Europe but also LGBTIQ communities. He has conducted research on protest movements in India, USA, UK, Turkey, Macedonia, Bulgaria, Czechia, Romania and Hungary.
The most recent of six books by Professor McGarry is Political Voice: Protest, Democracy, and Marginalised Groups (Oxford University Press, 2024).
