Fred Sadler - Branch Manager Maintenance at Wannon Water

Fred Sadler is the Branch Manager Maintenance at Wannon Water, bringing 20 years of experience in the water industry. With a Bachelor of Engineering in Civil, Fred has extensive experience in asset project delivery, management of network and systems operations, and asset maintenance.

 Throughout his career at Wannon Water, Fred has played a key role in managing maintenance activities and optimising works management systems and reporting processes. His deep expertise in the sector ensures the continued efficiency and reliability of Wannon Water’s infrastructure.

Fred will be presenting on Wannon Water’s maintenance activities, works management systems, and reporting strategies.

David Leahy - Director City Infrastructure & Environment at Warrnambool City Council

Originally from South Australia, David spent 16 years with Transport SA/Highways Department as a site manager. He then transitioned into infrastructure roles in local government, first at Whyalla, followed by Naracoorte Lucindale. After moving to Victoria, David worked as Infrastructure Director at Swan Hill for seven years and at Warrnambool for five years. During this, he also served as CEO at West Wimmera Shire. 

David’s operational experience has been primarily in civil works, overseeing arterial road construction projects, intersection upgrades, street and traffic light installations, and major drainage upgrades. They have facilitated regional transport groups in the Central Murray region, including NSW Councils, and are currently involved in a similar initiative in southwest Victoria. Daviid strongly believes that the greatest opportunities for state or federal funding for transport infrastructure lie in regional collaboration and collective advocacy.
