About the Declaration This Independent Declaration sets out a rights-based framework for ensuring the meaningful participation of persons with experience of forced displacement or statelessness in decisions that affect them. Its purpose is to:
Strengthen international human rights law and protection by articulating an express right to participate.
Detail related procedural rights and guarantees, in alignment with existing human rights standards, to ensure that participation is meaningful.
Why "Independent"? The word ‘Independent’ indicates that this Declaration is not intended to be owned by a particular institution, government, organization, or network. Rather, a key aspect is that it is co-owned by all who engaged in its development—including those who provided feedback—and who subsequently endorse it.
Who Should Attend & Endorse? We warmly invite all actors listed below, as well as the broader humanitarian and human rights community, to join us for this launch.
The Declaration itself is open for formal endorsement—before, during, or after the GRF Progress Review 2025—by all decision-making authorities involved in responses to forced displacement and statelessness, including:
States at every level of governance.
International and intergovernmental organisations.
Civil society organisations, donors, private sector, and philanthropic institutions.
Organisations and initiatives led by forcibly and internally displaced and stateless communities themselves.
