    Element Advisory is hosting a Professional Development opportunity for Local Government and Industry. The Aboriginal Cultural Heritage Workshop will cover various aspects such as recent changes in Aboriginal Heritage Legislation, regulatory approvals, the Section 18 application process, and more.

    Participants can expect to gain insight into preparing Cultural Heritage and Site Identification Surveys, Due Diligence Assessments, and understanding Native Title. Additionally, there will be discussions on the Aboriginal Cultural Heritage Inquiry System (ACHIS), the ACHKnowledge Portal, and Aboriginal Heritage Consultation led by representatives from DPLH, the legal fraternity, and Cultural Advisors.

    The interactive session in the workshop will provide attendees with a chance to apply their learning in real-time scenarios. This workshop is designed to offer a fundamental education package for professionals involved in development, heritage, conservation, and capital works programs in Local Government Authorities and Industry.


    Guest speakers are:


    • Brendan Moore - Whadjuk Consultant

    Brendan has an undergraduate Bachelor of Applied Science in Environmental Management and a Master of International Studies. He is an Associate Fellow of the Australian Institute of Management and Graduate of Australian Institute of Company Directors. He works part time at the City of Fremantle, which won the National award for Local Government on Indigenous Recognition in 2019. He is a member of the Noongar Boodjar Trust Investment Committee and member of the Wadjemup (Rottnest) Aboriginal Reference Group (WARG). Brendan has been Director and Chair of the South West Aboriginal Land and Sea Council 2021-2023 and has been part of Aboriginal consultation, providing the cultural context for major developments at Perth recently including Metronet, Elizabeth Quay, Optus Stadium, Yagan Square, New Museum and Perth Water Precinct Plan. 

    Brendan will bring the Indigenous perspective to the workshop and will cover the role of a Cultural Advisor.

    • Darcy Doyle - Senior Associate at Allens

    Darcy specialises in native title, Aboriginal cultural heritage and environmental law. He also regularly advises on ESG and business human rights matters relating to First Nations peoples’ rights and the environment. Darcy will bring a legal perspective to the conversation and will cover the recent changes to WA's Aboriginal heritage legislation; the risks that need to be managed in relation to cultural heritage, including the gap between WA legislation and 'best practice' in cultural heritage management; and recent legal cases.

    • Moss Wilson - Acting Assistant Manager, Aboriginal Heritage Conservation, Department of Planning, Lands and Heritage. MA, BSc (Hon).

    Moss is an archaeologist with considerable experience in Aboriginal Cultural Heritage, who has had the privilege of working with a variety of heritage places and objects across the state over the last 19 years. Moss will be presenting on the Department of Planning Lands and Heritage perspective and WA’s government expectation.

    • Flavia Kiperman - Director – Heritage at element

    Flavia has over 25 years of heritage experience and has significant experience in Western Australian cultural heritage projects, addressing the various aspects of heritage with equity and balance, including Bajinhurrba/Cossack, Wadjemup/Rottnest Island, Barmup/Strawberry Hill, and Burrgungun in Broome. She focuses on appropriate models and methodologies for heritage management processes, including engaging with Traditional Owners first and foremost, and including our shared history in the assessment of cultural heritage places. Flavia will share her practical experience as a heritage consultant and explore case studies with attendees.
