Most agencies solved camera activation years ago. What hasn't kept pace is the supervisory side: how footage gets reviewed, how review decisions get documented, how footage is used in discipline, and how agencies respond when a public records request or a defense attorney challenges the process itself. That gap is where liability actually lives.

Body-Worn Camera Policies, Review, and Accountability is built for agencies that already have a BWC program running and need to pressure-test the review and accountability side of it, not relearn how the cameras work. This 4-hour session covers what a defensible supervisory review record looks like, how footage is used and misused in disciplinary decisions, the public records exposure agencies routinely get burned by, and the case law developments from 2025 to 2026 that are reshaping what "compliant" actually means right now.

Commander Michael P. Evans, Ph.D. leads participants through the full review and accountability lifecycle: from the moment footage is captured through supervisory review, disciplinary application, and eventual public disclosure. [Full bio paragraph pending, career background and BWC/policy credentials to be added.] The course is structured for agencies with mature BWC programs revisiting and stress-testing existing policy, not agencies rolling out cameras for the first time.

What You Will Learn

The supervisory review obligations that apply to BWC footage: how often reviews must occur, what triggers a mandatory review, and what a legally defensible review record actually contains
How to document a review decision so it holds up under scrutiny, whether that scrutiny comes from IA, a civil suit, or a records request
How footage gets used, and frequently mishandled, in disciplinary decisions, including chain-of-custody issues that can undermine an otherwise sound disciplinary action
The distinction between a review conducted for compliance purposes and one conducted for disciplinary purposes, and why conflating the two creates legal exposure
Public records exposure specific to BWC footage: redaction requirements, disclosure timelines, and who within the agency must review footage before release
Common points of failure agencies hit on records requests, including delayed redaction, incomplete review before release, and inconsistent application of exemptions
Activation requirements as they relate to review and accountability: what a missed or delayed activation means for the review process and for evidentiary use downstream
Evidentiary use of BWC footage in court and how gaps in the review and documentation process get exploited by opposing counsel
Emerging 2025 to 2026 case law developments affecting BWC policy, review obligations, and disclosure practices, with practical implications for policy language
How to audit an existing BWC program against current legal standards and identify where policy language needs updating

Who Should Attend

This course is built primarily for supervisors responsible for conducting BWC reviews, command staff auditing or building out a BWC program, and IA, professional standards, or disciplinary personnel who rely on footage in their casework. These roles carry direct legal and operational exposure when review processes are inconsistent or undocumented, and this course gives them a concrete framework for closing that gap. Officers who want a clearer understanding of their rights and obligations under BWC policy will also benefit, particularly around how footage may be used in disciplinary proceedings.
