Victoria’s latest planning reforms represent some of the MOST significant changes to the urban development framework in decades. These updates aim to modernize the state’s approach to zoning, housing affordability, sustainable growth, and environmental balance—critical issues at the heart of Victoria’s future as its population grows rapidly.


Join us and a distinguished panel of experts to explore how these reforms might shape the future of Victoria’s urban landscape, and gain insight into new policies and their implementation measures. This event offers a valuable platform for professionals to engage in an in-depth discussion on the opportunities and potential challenges these changes bring. 

Our expert panel includes:

  • Colleen Peterson, Head of State Planning from the Department of Transport and Planning
  • Marc Cini, Founding Director of Hallmarc Group
  • Mick Meyer, Director at URBIS

The session will be expertly moderated by Romy Davidov, Partner at Best Hooper Lawyers.



This event is crucial for APDA members, residential developers and industry professionals in property development, real estate investment, architecture, and urban planning, as well as anyone interested in the latest trends in property and construction.


What to expect?

Colleen Peterson (Head Of State Planning) on behalf of the State Government, will summarise the key announcements/updates and (where possible) timeframes, in respect to:

  1. ResCode;
  2. The Activity Centre Policy; and
  3. 10-year Greenfields plan.

The State Government is requesting genuine feedback about the proposed changes including:

  • What does the industry expect to work;
  • What elements of each of the three categories require certain actions to occur to make it work and what needs to be avoided;
  • What are the priorities for each of the categories. For example, in terms of ResCode, could the industry live with 60% site coverage criterion provided ResCode is entirely codified?
  • Where does the industry see opportunities for further finessing and what sort of changes does it want to see?
  • What other changes are likely to be welcomed and how to implement them?
  • What are the barriers to each category and how can they be resolved?
