Part of CEWA’s Circular Economy Series, this event looking at circular opportunities in decommissioning features speakers from Hyperion Systems, C.D Dodd, Curtin University and the Centre of Decommissioning Australia (CODA).
The speakers will each share their experiences and insights on unlocking value at end-of-life through reuse, recovery and smarter resource decisions before participating in a panel discussion.

Rean Gilbert, GM CODA
Rean Gilbert is the General Manager of the Centre of Decommissioning Australia. Rean brings decades of experience across onshore and offshore decommissioning, regulatory approvals and environmental stewardship. Rean has worked in industry and consulting and held senior roles in both Commonwealth and State government. Rean holds a foundation in marine science from James Cook University where she focused on the impacts of oil and oil spill dispersants.

Francis Norman, CEO and MD CODA
Francis is the CEO and Managing Director of the Centre of Decommissioning Australia. He has held this position since CODA was established in 2019. CODA is the Australian decommissioning industry peak body, bringing together government, operators, regulators and the supply chain to grow Australia’s domestic capability to safely and efficiently close, remove and recycle end of life oil and gas facilities. Francis holds a MSc in project management and a PhD in management, both from Curtin University.

Ashley Walker, Decommissioning Project Manager C.D. Dodd
Ashley is the Decommissioning Project Manager for C.D. Dodd who are one of the leading scrap metal recycling companies in Western Australia. They have been providing onshore processing and recycling services for the past 2 ½ years for first the major subsea decommissioning project in WA. Ashley has overseen the establishment of the first dedicated sub-sea decommissioning yard located near Onslow. He established a secondary processing facility in Karratha where specialist cutting equipment and separation processes have been designed and implemented for dealing with the recovered subsea flexible flow lines and umbilicals. These methodologies and processes developed by C.D. Dodd allow for the maximum amount of recyclability as well as preserving the value from the recovered and separated materials. C,D. Dodd are committed to continually improving our processes to increase our efficiency, maximise recycling and to find recycling streams for as many of the recovered materials to reduce the amount that needs to go into landfill.

Dr Xihong Zhang, Associate Professor, Curtin University
Dr Xihong Zhang is an Associate Professor in the School of Civil and Mechanical Engineering at Curtin University, where his research addresses the multi-hazard resilience of infrastructure and the transition to a low-carbon, circular construction sector. He is Civil Discipline Lead at Curtin's Institute for Energy Transition, where he initiated the oil and gas infrastructure decommissioning research stream, and he leads a long-standing industry partnership with Woodside Energy spanning subsea asset digital twins and the recycling of decommissioned tubular, flowline and umbilical assets into coastal protection concrete structures. His work bridges fundamental engineering research and industry deployment, translating decommissioning waste streams into viable construction materials. He has secured over $6.3M in competitive and industry research funding, is recognised among the Stanford/Elsevier Top 2% of scientists worldwide, and has authored around 160 peer-reviewed journal articles.

Joshua Wigley, CEO & Founder Hyperion
Joshua Wigley is the Founder and CEO of Hyperion Systems, an Australian advanced manufacturing company developing deployable, containerised manufacturing systems for defence, infrastructure, maritime and critical industries. Joshua has led the development of next-generation large-format additive manufacturing technologies designed to strengthen sovereign manufacturing capability and produce critical parts closer to the point of need. He was recognised in the Forbes Australia 30 Under 30 (Technology) and the Business News 40 Under 40, and serves on the Board of the Australian Manufacturing Technology Institute Limited, helping shape the future of Australia's advanced manufacturing sector.
