Force Decisions Under Stress
Description
Use-of-force incidents are inevitable. Liability is not. Most agencies send officers through required training and check the box, then watch those same officers struggle to articulate their decisions when an investigation begins. That gap, between what an officer did in the field and what they can explain afterward, creates legal and administrative exposure for the officer and for the agency.
This course closes that gap. Force Decisions Under Stress goes beyond communication skills to address the cognitive and legal readiness officers need before a critical incident occurs: how stress degrades decision-making, how to apply a structured force decision framework in real time, and how to articulate those decisions in a way that holds up in court, in an IA investigation, and under administrative review.
Participants work through structured scenario rotations with measurable evaluation criteria grounded in real patrol conditions and apply a formal articulation model that connects force decisions directly to report writing and liability reduction. The final segment is designed specifically for command: how to build, evaluate, and protect an agency training program that survives after-action review. Dr. Michael P. Evans brings doctoral-level research in officer performance under stress and extensive command experience to every session.
