The National Science and Technology Council (NSTC) is the government agency in Taiwan dedicated to promoting scientific and technological development. NSTC provides grants to support Taiwanese researchers to establish partnership with international partners, strengthen cooperative relations and network and develop research collaborations for mutual benefits.

Key NSTC initiatives include:

Partnership Program for the Connection to the Top Labs in the World (Dragon Gate Program, 龍門計畫) to support a team of Taiwanese researchers to go abroad and carry out research work in world-class research institutions
Graduate Students Study Abroad Program and Postdoctoral Research Abroad Program (千里馬計畫)
