Objective:

Equip Council Members with the practical knowledge to understand and implement existing Delegation of Authority processes in the LEQ System.

1.  The Purpose of the Delegations of Authority

How does the Delegations of Authority support good governance of Schools and Colleges?

How does no (or an ineffective) Delegations of Authority lead to bad governance of Schools and Colleges?

2.  Overview of our current Delegations of Authority

• Financial delegations – approval limits, reporting and capital expenditure.
• Operational delegations – staffing, recruitment and employment contract renegotiations.
• Strategic and curriculum – decision over academic programs and curriculum changes.
• Services and procurements – engagement of service providers.
• Litigation – commencing or settling litigation, including execution of deeds of settlement by seal.

3.  Procedures for Delegations in Practice

• Formal process for assignment of delegation.
• Documentation practices.

4.  Maintaining Transparency and Accountability

• Practices for ensuring decisions are made within the scope of authority.
• Practices for reporting and notification.
• Review cycles for delegations.
