Projects & Speakers
Project: Community Safety Building Authority (CSBA)
The Victorian Government's Community Safety Building Authority (CSBA) has been established to design, procure, build, and upgrade the infrastructure needed to keep communities safe. With 57 projects worth $2.1 billion under active management CSBA provides end-to-end project management and delivery of Victoria’s new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety measures on behalf of the Department of Justice and Community Safety.
Program of works: CSBA is seeking to understand regional capabilities to assist in the design and construction of its upcoming investment pipeline, including the construction of seven CFA stations across the State located in Newborough, Pyalong, Wyndham Vale, Metcalfe, Serpentine, Riddells Creek and The Basiny. This is an opportunity to meet the Fire Services team within CSBA that manages and delivers infrastructure projects on behalf of the Country Fire Authority (CFA).
Project: Suburban Rail Loop Linewide package
The Suburban Rail Loop (SRL) will deliver a 90km orbital rail line, starting with a segment from Cheltenham to Box Hill (stage 1). The bidding for the SRL East Linewide Alliance Work Package G is underway, with UrbanLeap—comprising Gamuda Engineering, Keolis Downer, Siemens, AECOM, GHD, Hyundai Rotem, and Downer Rail—preparing a detailed proposal. Awarding of this vital contract is anticipated in 2025, with procurement extending into 2030.
SRL East Linewide Alliance Work Package G covers essential rail network systems, including rail and linewide systems, Rolling Stock, network control including CBTC signalling, the Southern Stabling Yard, and an Emergency Support Facility, ensuring seamless integration and high-standard operations and maintenance.

Project: Benalla Police Station Project
We're excited to showcase the Benalla Police Station Project, designed by Foreground Architecture. This groundbreaking initiative will replace the outdated station with a state-of-the-art facility, enhancing service to our community. The new station focuses on operational efficiency and safety, with dedicated areas for victims and witnesses, secure interview rooms, and a visitor space for custody areas. It features purpose-built spaces for the police and community, including a memorial garden and an Incident Police Operation Centre for emergency management.
Project Highlights:
- Civil works, new station construction, parking, landscaping, and demolition of the old station.
- A secure walkway connecting the new station to the courthouse.
- A 4,000 m^2 two-story building designed to allow the current station to operate until project completion. It combines functionality with aesthetics, using materials like granite and perforated aluminum to enhance light and reduce energy use.
This project is a significant investment in public safety and local economy, expected to create over 100 jobs and support local suppliers. Started in December 2023, it's projected to finish by mid-2025.

Kelli Halden is a motivated, personable professional with more than 15 years’ experience in project management and 25 years’ experience working in local government who brings energy, enthusiasm and dedication to the role. Kelli provides the strategic direction and execution of capital projects and asset management initiatives. Kelli’s leadership helps drive efficiency, sustainability, and excellence in the delivery of essential infrastructure and services. Kelli is currently the Manager of Project Delivery department with Greater Shepparton City Council where the team develop and execute strategic plans for capital works delivery, oversees project management processes to ensures timely and cost-effective project delivery. |

MC: Michael Smith - Industry Adviser for Northern Victoria, ICN VIC.
Michael Smith is the Industry Adviser for Northern Victoria for ICN Vic. Michael has been based in Regional Victoria for much of his life with Ballarat being his home. Michael joined ICN in October after a highly successful eleven year career in telecommunications culminating in State Manager roles at Optus. Passionate about regional Australia, he has worked across much of Western and Northern Victoria, not only in telco, but also in the not-for profit space with leadership roles in Employment Services and across the disability sector. He has managed social enterprises and understands the challenges faced by these organisations and the support that is required for them to succeed. |

Council: Greater Shepparton City Council
Greater Shepparton City Council is a local government authority which oversees the Greater Shepparton region, a dynamic and diverse community known as the ‘Food Bowl of Australia’. While the city of Shepparton sits at the heart of the municipality, there are many wonderful towns and communities which make up the region, including Mooroopna, Tatura, Murchison, Dookie, Merrigum, Congupna, Toolamba, Undera, Katandra and Tallygaroopna.
Greater Shepparton has a population of more than 68,000 people and more than 7,000 local businesses which contribute to the region’s strong economy.
