EVENT POSTPONED (as at 22 October 2020)


Thank you very much for your interest in the IHL Training Day. Unfortunately, we have not managed to get the numbers needed to make the most of the interactive sessions, break-out groups and scenarios we had planned for the day therefore this morning we made the decision to postpone the full event until a date in early 2021 (TBC). There may be a number of reasons for this, including upcoming university exams, and the general challenges of 2020. 

We will however still run the planned panel on Covid-19 and international humanitarian law on Saturday with our Red Cross and military expert Larry Maybee, protection specialist Katrina Elliot and international law expert Rain Liivoja. We will record the panel as a podcast for our podcast series.

Everyone will need to arrive by 10.30am to enable us to seat everyone before the recording starts at 10.45. We would expect this to run until around 12.30.

International Humanitarian Law (IHL) is a set of rules which seek, for humanitarian reasons, to limit the effects of armed conflict. It protects persons who are not or are no longer participating in the hostilities and restricts the means and methods of warfare. Throughout this training day we will have a lot of interaction with attendees discussing IHL in general and specifically as it relates to the military, protection of civilians and participants in conflict, and the role of governments in ensuring respect for IHL. Our panel discussion will include IHL post COVID19 - specifically how COVID has impacted the humanitarian landscape and what does IHL look like after COVID. The day will end with an interactive IHL simulation which will really embed what we have talked about during the day. Our speakers are experts in their field and bring an immense amount of knowledge and lived experience in IHL.   

PRE-EVENT HOMEWORK

Before attending the training day, we ask that you complete a FREE online course run by the International Committee of the Red Cross. The course is separated into modules and takes a total of 5 hours to complete. The training day will start with a brief overview of IHL and a fun quiz. Click here.



PRESENTERS:

Eve Massingham:

Dr Eve Massingham is a Senior Research Fellow with the School of Law at The University of Queensland. Eve's current research focuses on the diverse ways in which the law constrains or enables autonomous functions of military platforms, systems and weapons. She is the co-editor of Ensuring Respect for International Humanitarian Law (Routledge, 2020) and she has published a number of book chapters and journal articles in the field of international humanitarian law. Prior to joining the University of Queensland, Eve worked for the International Red Cross and Red Cross Movement for ten years, including as the International Committee of the Red Cross' Regional Legal Adviser for East Africa and as an International Humanitarian Law officer for Australian Red Cross. She is an Australian qualified lawyer (admitted 2004) who has served as an Australian Army Reserve Officer. She was a Chevening Scholar at King’s College London where she completed an LLM in 2009 and was awarded a PhD from the University of Queensland in 2016. 

Katrina Elliot Myerson:

Katrina Elliot Myerson is a lawyer and international humanitarian protection specialist with 10 years’ experience in conflict and emergency settings. She has worked with NGOs, UN agencies and the International Committee of the Red Cross (ICRC) in countries including the Democratic Republic of the Congo, Rwanda, Haiti and Afghanistan. Having worked in emergency response and large refugee camp settings, Katrina now specialises in conflict and post-conflict situations, including places of detention such as prisons and military camps to try to ensure that conditions and treatment are humane and dignified. Katrina has also worked on issues around the conduct of hostilities, engaging with military and other armed actors on the impact of conflict on civilian populations. Most recently, Katrina returned from a year in the north of Rakhine State, Myanmar, as part of the ICRC response to the Rakhine crisis.

Larry Maybee

Larry Maybee is an International Humanitarian Law (IHL) Adviser with the Australian Red Cross, responsible for engagement with Humanitarian and Health Sectors in Australia. He retired from the ICRC in June 2019, following 15 years of field humanitarian work in across Asia and the Middle East, as an operational legal adviser, in protection, prevention, and senior management roles. Prior to joining the ICRC, Mr Maybee had a 26-year military career as a combat arms officer and legal adviser with the Canadian Forces and in the New Zealand Defence Force, where he held the position of Head of International and Operations Law. Mr Maybee has operational experience as a military officer in several peace support and other operations, including in Bosnia, Croatia, Cambodia, Papua New Guinea, and the Middle East.

Rain Liivoja 

Rain Liivoja is an Associate Professor at the University of Queensland Law School, where he leads the Law and the Future of War research group. Rain also holds the title of Adjunct Professor of International Law at the University of Helsinki, where he is affiliated with the Erik Castrén Institute of International Law and Human Rights. Rain's current research focuses on the legal challenges associated with military applications of science and technology. His broader research and teaching interest include general international law, the law of armed conflict and human rights law. Rain serves as a member of the Board of Directors of the International Society for Military Law and the Law of War, and chairs the IHL Advisory Committee of the Australian Red Cross in Queensland.
