Managing and evaluating risk is an essential component of effective internal controls. How can risk management protect your organization's assets? School districts, charter schools, and education agencies should understand how risk management can be used as an effective preventive internal control. This session will equip participants with the critical tools to identify, analyze, and assess a risk management plan using a guiding framework, and anti-fraud, waste, and abuse strategies. Participants will review case studies of notable fraud and discuss risk management success stories to recognize best practices.

To ensure compliance with SNS, it is imperative that education leaders be aware of which requirements are applicable to which federal education programs. Many of the provisions specify that federal education funds must supplement and not supplant funds from other federal, state, and local sources. What does that really mean, and how can you ensure compliance? Misinterpretation can lead to misallocated funds and diminished educational opportunities. This course will provide an overview of the definition, purpose, and background of the SNS provision, then outline each of the presumptions of supplanting specific to ESEA and IDEA. It will also explore program-specific examples of SNS and include methodologies to gain a better understanding of how to demonstrate compliance.

The Compliance Supplement provides testing procedures for cash management and program income, but it contains over 2,000 pages. How can you prepare for the single audit tests of cash management and program income without having to dig into a 2,000-page-long document? Program and finance staff must take a proactive approach and anticipate the single auditor's expectations. This session will go over the specific compliance requirements and related procedures that auditors use to test compliance with cash management and program income. LEAs and state agencies attending this session will leave with a better understanding of the requirements, as well as strategies to prepare for their single audit.
