Join WTS Arkansas for our September Lunch Program! We are hosting a great local public works panel this quarter.
Little Rock: This lunch program will be held at the Clinton Presidential Center in downtown Little Rock. Be sure to select a Little Rock ticket option if attending at the Clinton Presidential Center.

About our Panelists & Moderator:
Maneesh Krishnan, PE, Director of Public Works, City of Little Rock
Maneesh Krishnan is a licensed civil engineer and public servant. He received a master’s degree in civil engineering from the University of Arkansas and has been a resident of Little Rock since 2007. After serving in the private sector for nearly sixteen years, he took on the role of Assistant Director of Public Works with the City of Little Rock in 2023. In 2025 he was promoted and currently serves as the Director of Public Works for the City of Little Rock.
David Cook, PE, Chief City Engineer, City of North Little Rock
David Cook started with the City of North Little Rock in October 2015 as City Engineer. He was promoted to Chief City Engineer in December 2022. As Chief City Engineer, David is primarily responsible for overseeing the Engineering Department. This includes advising the Mayor on feasibility decisions involving city projects, design and oversee city construction projects, review private development plans, and oversee floodplain management.
David has served in several professional organizations and is currently Vice President of the Arkansas Chapter of American Public Works Association. David and his wife Anna are both from North Little Rock, and live in North Little Rock with their 3 kids.
Matthew Breckenridge, PE, County Engineer, Pulaski County
Matthew Breckenridge joined Pulaski County as their County Engineer in 2023. He has over 18 years of experience with prior experience in the private consultant sector. Matthew graduated from the University of Arkansas with a degree in industrial engineering.
Finley Vinson, PE, PTOE, PTP, RSPs, Principal & Little Rock Manager, Traffic Engineering Consultants
Finley Vinson is a licensed Professional Engineer with over 22 years of experience in transportation. He holds a Bachelor of Arts in Computer Science and Mathematics from Hendrix College and a Master of Science in Transportation Engineering from the University of Arkansas. He previously served the City of Conway in leadership roles including Traffic Engineer, City Engineer, and Director of the Transportation Department. In 2022, he joined Traffic Engineering Consultants to manage the Little Rock office.
