Rob's Talk: From Compliance to Confidence: Making Proportionate, Risk‑Based NZGTTM Work in Practice

The NZGTTM requires a paradigm change from the rules-based COPTTM approach to a proportionate risk-based approach shared across the supply chain. Understanding how humans and organisations succeed and fail is paramount to managing the systems created with the application TTM plans to protect the work required on and around NZ roads. Human and Organisational Performance (HOP) principles are only a start in improving performance sustainably. We have to turn the what's of the NZGTTM into the how's and why's in order to create better and more reliable systems and performance.

Rob will talk about what he and his team at Fisher Improvement Technologies (FIT) have learned around the globe in the last 30+ years of integrating the concepts and principles into the practical application of systems, models, processes, and tools that make HOP an enabler for operational excellence, management of risk and safety across over 400 clients.

Panel: Making the Shift – Practical Pathways into the NZGTTM

Following Rob Fisher’s keynote, we’ll host a focused panel conversation exploring how contemporary safety thinking can be practically applied in New Zealand’s temporary traffic management and infrastructure environment.

This panel will bring together senior leaders and practitioners from across the sector to join Rob to discuss how they are:

Moving from compliance-focused safety to a risk-based, contemporary safety approach
Applying concepts like operational excellence, work-as-done vs work-as-imagined, and human and organizational performance in real projects
Addressing overlapping PCBU duties and complex delivery structures across asset owners, tier one contractors, and delivery partners
Building confidence for executives and project leaders that they are putting attention and pressure in the right places
Using practical tools and methods (not just theory) to improve safety, reliability, productivity, and resilience at the same time

Facilitated by Diane Ah‑Chan (NextEra), the panel will feature industry leaders and influencers including:

Helen Sadgrove, GM Solutions(systems), Planning and Learning, Fonterra
Rob Kirkwood, Head of Health Safety and Environment, Northpower
Shaun McIntosh, Safety Lead, Partners and Projects, Auckland Transport
Simon Hodges, Team Leader – Temporary Traffic Management, Christchurch City Council

Building on the foundations laid in Rob’s session, this discussion will give attendees:

Clear examples of how risk-based practices are already being used in NZ and overseas
Practical tools to take back to their own organisations and projects
Insight into how different organisations can work together on shared risks in TTM and beyond

The panel is designed to be practical, and action-oriented linking Rob’s practical experience directly to New Zealand’s roads, projects, and governance structures, and helping attendees leave with confidence and a direction of the next logical step towards transitioning to the NZGTTM, not just new concepts.
