When schools begin implementing a Multi-Tiered System of Supports (MTSS), conversations often focus on intervention—who delivers it, when it happens and how schools resource it. While these are important questions, the schools achieving the greatest improvements in student outcomes start somewhere else: Tier 1 instruction.

This two-day workshop led by Stephanie Dehghani, is designed for primary school leadership teams who want to strengthen the quality of core classroom instruction before building sustainable intervention systems. Through practical frameworks, collaborative planning and school-based examples, participants will explore how MTSS can become a coherent whole-school approach rather than a collection of interventions.

Across the two days you will:

  • Understand the role of Tier 1 as the foundation of an effective MTSS framework.

  • Learn how screening, diagnostic and progress monitoring data can be used to evaluate the effectiveness of core instruction.

  • Explore common misconceptions about MTSS and what effective implementation looks like in practice.

  • Identify when intervention is required - and when strengthening Tier 1 will have the greatest impact.

  • Develop an implementation plan tailored to your school's context and stage of development.

  • Connect with other school leaders working to build sustainable, evidence-informed systems.

Whether your school is beginning its MTSS journey or refining an existing approach, this workshop provides the practical tools and leadership frameworks needed to move implementation forward.

We strongly recommend schools send two or more leaders. Sustainable implementation is more likely when colleagues build shared understanding, plan together and support consistent implementation back at school.

    Stephanie Dehghani

    Stephanie Dehghani is the Assistant Principal at Templestowe Heights Primary School in Victoria and the MTSS Lead for Think Forward Educators. She leads the TFE MTSS Network, supporting a growing national community of school leaders implementing Multi-Tiered Systems of Support through practical, evidence-informed approaches. With more than a decade of experience in teaching and school leadership, Stephanie's work centres on strengthening Tier 1 instruction, developing effective intervention systems and using assessment data to drive school improvement. She is the author of the TFE MTSS Guide and self-paced professional learning course, Think Forward Educators' most highly accessed member resource, and regularly writes on MTSS, curriculum and instruction. Stephanie is recognised for translating the complexity of implementation into practical frameworks that help schools build sustainable systems and improve outcomes for every student.
