Patsy Thomas, Austroads National Temporary Traffic Management Operations Manager
In her role, Patsy has primary responsibility for the day-to-day management and operation of the National TTM Training Framework.
Patsy has 30-plus years of experience in the training and audit industry, including lecturing and senior management roles. Her extensive career includes planning and implementing change management, building workplace relationships with staff and key stakeholders, process improvement, policy development, project management and implementation, training, facilitating, coaching, and leadership development.
Joe Napoli, CCF Victoria Lead Trainer
Joe has a wealth of knowledge in the civil sector and has experience in delivering most of our industry training courses, mainly specialising in Cert III ‘General’ and ‘Plant’ Apprenticeships, and all of the new Austroads Temporary Traffic Management Skill Sets.
Joe is an Approved Austroads Trainer, and CCF Civil Train is an Approved Training Provider. Joe is the ‘preferred trainer’ for DTP and MRPV for Designers—just to name a few. Joe is able to deliver all the new traffic training courses, and as part of his commitment to the Industry, Joe has been able to work personally with applicants to successfully deliver 34 variations of the training in accordance with Austroads guidelines.
In just under a year, Joe has helped over 300 Victorian contractors comply with and operate under the new reforms. He not only specialises in the kind of supportive, personalised hands-on training delivery that we know him for, but he also assists and advises contractors in all compliance matters relating to the new AGTTMs and Vic Roads.

Lisa Kinross is a highly qualified, values-driven executive and transformational leader with over 25 years’ experience as an executive and leader in strategic and transformational change spanning several industries. She holds a double Master of Organisational Leadership and Master of Education (Policy, Leadership & Change) and also a Master of Commerce, Human Resources Management, plus is a Graduate of the Australian Institute of Company Directors.
Appointed as the first female CEO for the Civil Contractors Federation Victoria in its 81-year history, Lisa has demonstrated exceptional leadership and advocacy in innovation and driving future skills development across sectors, including the water industry nationally and the civil industry within Victoria.
As a strategic advisor, Lisa also sits on several industry advisory group committees and has a vested interest in promoting circular economy and sustainability principles across the civil construction arena, which the CCF represents.
