    The Board and Management of Per Capita wish to invite you to the 2024 John Cain Memorial Oration.

    The Oration will be delivered by Clare O’Neil MP, Minister for Housing and Minister for Homelessness.

    Housing affordability is one of the defining issues of the Australian political landscape today. Our housing market and housing policy are failing a significant proportion of the Australian people. This crisis has been long in the making; the result of decades of deliberate choices. 

    Clare O'Neil was elected to Federal Parliament in 2013. She represents the electorate of Hotham in Melbourne's South East, one of the most diverse electorates in Australia.

    Currently Minister for Housing and Minister for Homelessness, Clare has previously served as Minister for Home Affairs and Minister for Cyber Security, as well as Shadow Minister for Justice, Shadow Minister for Financial Services and Shadow Minister for Innovation, Technology and the Future of Work.

    Clare has served as an adviser to the Office of the Commonwealth Treasurer and has worked as a consultant with CEOs around Australia in key industries including mining, manufacturing, banking and retail.

    Per Capita continues the legacy of the  John Cain Foundation  following a merger in 2020. The annual John Cain Oration is given by a prominent public thinker on the pursuit of social democracy.

    The evening will include a three course meal and drinks in the surrounds of the State Library of Victoria's magnificent Ian Potter Queen’s Hall, with the generous support of Maurice Blackburn, Hawker Britton, Essential Media, Right Lane and the State Library of Victoria.

    The State Library of Victoria Swanston Street Entrance (Entry 1) is accessible via a ramp from La Trobe Street, near the corner of Swanston Street. The Ian Potter Queen’s Hall is accessible via a lift from the main foyer and has accessible toilets located within the hall.
