Massachusetts residents pay among the highest electricity rates in the country, compelling Beacon Hill to bear down on the issue this legislative session. As the House and Senate weigh competing affordability bills in the Telecommunications, Utilities and Energy conference committee, a related and yet larger conversation looms: Massachusetts’s commitment to expanding its renewable energy portfolio — and meeting longstanding decarbonization commitments.

Offshore wind, the resource Massachusetts spent a decade building toward, has been largely stymied by federal policies. Solar’s potential grows as it becomes cheaper and faster to site. Storage is moving from pilot to capacity resource, with home batteries — and now electric vehicles — dispatched as virtual power plants. Meanwhile, fusion is emerging as a potential game-changer in remaking the commonwealth’s energy portfolio.
