As the House and Senate weigh competing affordability bills in the Telecommunications, Utilities and Energy conference committee, a related and yet larger conversation looms: Massachusetts’s commitment to expanding its renewable energy portfolio — and meeting longstanding decarbonization commitments.

Offshore wind, the resource Massachusetts spent a decade building toward, has been largely stymied by federal policies. Solar’s potential grows as it becomes cheaper and faster to site.
