Capital does not operate in a vacuum. Every form of capital — land, housing, enterprises, infrastructure, natural assets, institutions, skills, finance and investment — is shaped by rules.
Regulating Community Capital is about the formal and informal frameworks that influence how capital is created, accessed, owned, governed, used and redistributed. This includes government policy, legislation and regulatory settings at all levels — but also institutional policies, procurement rules, lending criteria, funding guidelines, planning systems, governance standards and the cultural norms and mindsets that shape economic behaviour.
These regulatory settings determine what kinds of assets are developed, who has access to them, how they are managed, where value accumulates, and how benefits are shared — or not shared — over time.
When regulation aligns with community priorities, it can enable local ownership, support inclusive development and ensure that capital contributes to long-term wellbeing. When it is misaligned, it can unintentionally reinforce extraction, concentration of power, inequity or environmental depletion.
In this session, we explore how communities and collaborators can better understand and influence the regulatory environments that shape capital systems. We examine how policies, incentives and institutional settings affect not just financial flows, but land use, enterprise development, infrastructure decisions and benefit-sharing arrangements — and how these can be reshaped to support place-based, inclusive and regenerative outcomes.
The insights from this session are relevant across a wide range of contexts — from housing, land use and infrastructure to natural resource management, economic development, industry transition and social policy.
Communities learn how to identify regulatory barriers and opportunities within their place; enablers learn how to design and reform policies, standards and institutional frameworks that enable community-led capital systems to flourish.
