Once upon a time, in Imperial Russia, there was a government that was both corrupt and incompetent: everything from pork barrelling, bribery, embezzlement and police brutality. Having grown fat on the spoils of their ill-gotten gains, the bureaucrats of a small provincial town are suddenly thrown into chaos by some unexpected news: a government inspector is coming to town.
