How to create a referral request during the assessment of a development application

This session provides council users with an overview of how to create a referral request (CNR) during the review and assessment of a development or modification to a development application in the NSW Planning Portal. 

The course will cover how to:

• initiate a concurrence and referral request from the preliminary assessment

• create a request later in the assessment process 

• nominate agencies and clauses 

• submit the concurrence and referral for consideration.  

This session will include referrals to the Development Coordination Authority workflow, introduced on 1 July 2026.
