Community Redistribution

Ensure assets, resources and value are distributed in ways that strengthen equity and long-term wellbeing.

Capital accumulates. Over time, wealth, assets, land, infrastructure, opportunity and influence can concentrate in particular places, institutions or hands. When accumulation goes unchecked, inequities widen and communities lose access, control and shared benefit.

Redistributing Community Capital is about how resources and value is directed, shared and redistributed to maintain balance and strengthen long-term wellbeing. This includes financial redistribution through taxation and public spending — but it also extends to land reform, benefit-sharing agreements, profit reinvestment, community dividends, shared ownership structures, philanthropy, procurement practices and institutional policies that influence how assets and opportunity are distributed.

Redistribution is not simply about taking from one place and moving to another. It is about designing capital systems so that benefit and value circulates more fairly — ensuring that communities can access land, housing, infrastructure, enterprise opportunity and financial resources needed to thrive.

In this session, we explore how communities, governments, institutions and private actors can design purposeful redistribution mechanisms that address imbalance while strengthening local agency and resilience. We examine both formal policy tools and community-led strategies that ensure capital systems deliver shared benefit over time.

The insights from this session are relevant across a wide range of challenges — from housing and land access to industry transition, regional inequality, benefit-sharing, community investment and long-term prosperity.

Communities learn how to embed fair value distribution into local structures and agreements; enablers learn how to design policies, funding frameworks and institutional settings that support equitable capital flows.

• Understand what “redistributing capital” means within a Community Capital system — across financial, built, natural and institutional forms of capital.

• Explore how capital accumulation shapes inequality and access over time.

• Examine formal redistribution tools such as taxation, public investment and regulatory settings.

• Explore community-led redistribution mechanisms such as profit reinvestment, shared ownership, benefit-sharing and community dividend models.

• Understand how organisations and companies can embed fair value distribution into their structures and operations.

• Review real-world examples of redistribution strengthening local resilience and equity.

• Begin identifying practical redistribution pathways relevant to your own context.

By the end of this session, you will have a clearer understanding of how redistribution can be designed intentionally — not as an afterthought — to ensure capital systems remain inclusive, balanced and oriented toward long-term shared wellbeing.
